Reopen the affected approvals and certification on major repair, configuration, tie or height change, or after an incident.

Change record, revised design and RAMS, re-inspection or re-test report, authority notification and the written release.

Subcontractor handover stages

Each stage in the handover control workbook has its own acceptance criteria, evidence reference and accept / hold disposition.

Authority, permit and inspection-body gate

Before any crane commitment or mobilisation.

  • Exact plot route confirmed in writing — municipality, free zone, port, master developer.
  • Current erection or use permit / NOC, building and temporary-works approval.
  • Aviation, Civil Defence, utility and developer conditions captured in a conditions register.
  • Inspection body accreditation, scope and authorised signatory verified and accepted.

Pre-erection subcontractor handover

Before components are delivered or assembled.

  • Signed subcontract, scope and role matrix, crane ownership and 24-hour escalation contacts.
  • Manufacturer configuration, approved foundation and base design, ground and geotechnical confirmation.
  • Mast, tie and climbing design, maximum height, jib, counter-jib, ballast and current load charts.
  • Erection / dismantling RAMS: OEM sequence, component weights, support-crane plan, rigging, exclusion zone, traffic and public interface, weather limits, dropped-object controls and rescue plan.
  • Personnel competence verified for erection crew, operator, rigger, signaller, maintenance and rescue roles.

Erection and commissioning

At each erection hold point and before third-party testing.

  • Permit, approved drawings and the physical crane configuration match — serial, height, jib, ties.
  • Component identity, pins, bolts, torque, tie installation and survey recorded.
  • Safe access, earthing, isolation, cab, lighting and fire / emergency readiness confirmed.
  • Brakes, limits, SLI / RCI, anti-two-block, anemometer and anti-collision or zoning tested and recorded.
  • Defects raised at commissioning closed, or the crane is quarantined and re-inspected.

Third-party examination and load-test certification

Before, during and after independent examination.

  • Inspection body accepted by the authority or client, with scope covering this crane type and test.
  • Test method taken from the OEM manual, inspection-body procedure and authority condition — no generic proof load.
  • Calibrated test instruments and recorded test configuration, radius and load.
  • Certificate identifies crane model, serial, configuration and location, with restrictions, signatory and next-due date.
  • Failed or conditional results hold operation until closed out and re-tested.

Operational handover to the principal contractor

Only after commissioning and independent certification are complete.

  • Technical file transferred: manuals, permits and NOCs, engineering, configuration records, load charts and certificates.
  • Maintenance plan accepted with named provider, daily / weekly / monthly controls and the defect and quarantine process.
  • Operator, rigger and signaller competence, weather limits, anti-collision, boundary and aviation controls accepted.
  • Emergency, rescue and severe-weather procedures briefed with named responders.
  • Handover certificate signed by every release authority before the crane operates.

Pre-dismantling handover

Before tie removal, mast reduction or dismantling starts.

  • Dismantling authorisation covering the current configuration, tie-removal sequence and support-crane plan.
  • Authority, developer and aviation conditions re-confirmed for the dismantling window.
  • Exclusion zone, road, public and neighbour interface controls re-issued.
  • Weather limits for dismantling stated and lower than the operating limits where the OEM requires it.

Dismantling close-out and subcontractor release

Before the subcontractor demobilises.

  • Dismantling records, component condition reports and damage or defect register handed over.
  • Foundation, anchor and tie make-good completed and structurally accepted.
  • Permits and NOCs formally closed with the issuing authority where required.
  • Final documentation pack archived against the project record index.

Incident and non-compliance notification

A near miss can reopen every gate. Notification timing is published for Abu Dhabi and must be confirmed against the live permit condition in Dubai.

Events that reopen the gates

  • Structural concern, dropped load, uncontrolled crane movement or a safety-device event — stop, isolate, protect people, preserve evidence and escalate.
  • Missing or expired permit or certificate, or a configuration that does not match the approval — stop and quarantine until a corrected approval and written release exist.
  • Major repair, or a change of configuration, tie arrangement or height — reopen the engineering, authority, inspection and handover gates.
  • Change of erection subcontractor or inspection provider — re-verify competence, scope and acceptance before any further work.
