A mainland municipality permit is not automatically accepted inside a free zone, port or master-developer area, and aviation, Civil Defence and utility conditions sit on top of all of them. This module screens the authority stack for the plot, then gives supervisors the inspection, anti-collision and high-wind shutdown records that hold up when the authority asks for them.

What is confirmed in public sources, and what you must confirm in writing
A row marked for confirmation is not a gap in the requirement — it means no public specification was verified, so the requirement has to come from the authority in writing before crane mobilisation.

Establish before mobilisation: Employer OSH duties, workforce training, PPE and heat-stress controls, an accepted inspection body and valid inspection documentation.

Finding: SCM operates a specific service to issue or renew a permit to install and use a tower crane and equipment within site boundaries. Confirm the supporting documents and technical conditions directly with SCM.

Establish before mobilisation: Building and engineering acceptance, the safety and environment certificate where required, Civil Defence conditions and accepted third-party inspection.
Finding: The municipality offers an environmental and safety compliance certificate service, but that certificate is not itself proof of a tower-crane permit. Obtain the construction and crane conditions from the assigned engineer.

Severe weather
Restrict early, stop before control is lost
Supervisors monitor three sources — the on-crane anemometer, the National Center of Meteorology, and direct site observation — and decide from the strictest of them. NCM information never replaces the crane instrument or the manufacturer instruction.
Green
Conditions are stable and below the strictest applicable limit.
Supervisor action: Continue with normal monitoring, pre-lift confirmation and recorded checks. Log anemometer readings at the intervals the project procedure sets.
Amber
Forecast or alerts, increasing gusts, dust, rain or a high sail-area load raise the risk before any limit is reached.
Supervisor action: Curtail vulnerable lifts, postpone blind, critical and multi-crane lifts, increase reading frequency, brief crews and prepare the shutdown sequence.
Red
The strictest operating limit is reached or exceeded, the anemometer fails, visibility or communication is inadequate, lightning or storm risk exists, or control becomes uncertain.
Supervisor action: Stop lifting, land and secure the load if it is safe to do so, clear the affected area and begin the manufacturer-approved parking procedure.
Black
Sudden severe weather, an uncontrolled load, crane damage or alarm, collision risk or a public-interface risk exists.
Supervisor action: Emergency stop, isolate and clear the danger zone, activate the emergency plan and obtain technical support before anyone approaches the crane.
The shutdown is a planned sequence, not a reaction
1Stop and communicate
Stop the start of any new lift and advise operators, signalmen, logistics, façade and temporary-works teams and security at the same time, not in sequence.

2Manage the suspended load
Use only the approved manufacturer or project emergency landing or parking procedure while it remains safe. Never improvise, side-load, or direct personnel to restrain a load.

Abu Dhabi requires daily and weekly inspection by a competent person with reports available on request, and Trakhees requires a recorded weekly service. These are the checks the workbook records.

Does the emirate decide which authority approves my tower crane?

There is no single number to publish. Restrict early in amber conditions rather than waiting for a numerical limit — visibility, gusts, sail area and communication reliability can remove control below the stated figure.
What happens if the anemometer fails mid-shift?
Treat it as a stop or hold condition. Lifting stays suspended until an approved, reliable monitoring method is restored and the lifting manager authorises continuation. NCM forecast information does not replace the crane instrument or the manufacturer's instruction.
How often must the crane be inspected?
Daily pre-use and weekly inspection by a competent person, monthly specialist maintenance, and a thorough examination on the applicable statutory interval. MoIAT ENAS ETR 06 classes tower cranes as Class A1 with a 12-month inspection interval and lifting accessories at six months. Confirm the exact schedule against the authority and OEM requirement for your plot.
Can we restart as soon as the wind reading drops?
No. Restart requires proof, not a calmer reading. The crane must be inspected for damage after the event, the anti-collision and zoning status re-verified, defects closed, the interface re-opened and the restart authorised and recorded by the named supervisor or lifting manager.
