Third-Party Inspection Body & Load-Test Credential Audit
Audit the provider before appointment, and audit every examination or load-test certificate before the crane is released. Five gates cover accreditation and scope, the named inspector and approved signatory, calibration and test method, certificate credibility, and the Dubai and Abu Dhabi acceptance route.
Do not rely on a company logo, a sales statement or a generic ISO certificate. Verify the current accreditation status, the exact scope, the named inspector and signatory authority, instrument calibration, the exact crane identity and configuration, the test method and the authority or client acceptance. A valid accreditation certificate is not proof that every branch, person, test or report is within scope.

Audit gates (48 checks)
Gate A — Legal identity, accreditation and scope
Verify official accreditation and plot-specific acceptance before the inspection body is appointed.
A1Legal identityOpen
Trade or professional licence, legal name and address, operating branch and registration details.
Pass criterion — The issuer named on the accreditation, on the certificate and in the contract is the same legal entity, and any branch or subcontract arrangement is disclosed.
Result: Open — ________________
A2Accreditation[1] EIACOpen
Current accreditation certificate, accreditation number, scope schedule and status.
Pass criterion — Status is active and independently verified through the official source — not from a copy supplied by the provider.
Result: Open — ________________
A3Standard[1] EIACOpen
The accreditation is for inspection-body activity under ISO/IEC 17020.
Pass criterion — Accreditation is for an inspection body, not only for training, consultancy or product certification.
Pass criterion — The scope names the equipment class. Generic “lifting equipment” wording is not accepted as coverage.
Result: Open — ________________

Result: Open — ________________
B8Independence at project levelOpen
Who inspects, who tests, who repairs, who approves the result, and any common ownership.
Pass criterion — The inspector or signatory is not approving their own repair or consultancy work without a documented independent control.
Result: Open — ________________
B9Fitness and availabilityOpen
Role suitability, identity and availability on the actual test date.
Pass criterion — Records are current, relevant and traceable to the individual and the test.
Result: Open — ________________
Gate C — Test equipment, method and site controls
Audit the actual planned test, the instruments and the site controls — not just the final certificate.
C1Procedure[2] ETR 06Open
Controlled work order identifying the crane, location, scope, instructions, client contact and prior inspection information.
Pass criterion — The test is planned for the actual crane and configuration; no generic procedure is substituted.
Result: Open — ________________
C2Technical information[2] ETR 06Open

Audit disposition
Critical
No valid or accepted accreditation or scope; a forged or suspect certificate; unknown crane identity; expired or missing calibration; an unapproved signatory; a failed safety-critical test or device.
Reject, stop work and quarantine. Notify the project and the authority per procedure, appoint an accepted provider and re-examine or re-test.
High
Scope ambiguity, an expired certificate or permit, a missing test plan, an unresolved prior defect, insufficient site controls or an incomplete certificate.
Hold pending evidence or correction. No operational release.
Medium
A record gap without immediate safety impact, partial traceability, or an overdue non-critical supporting document.
Correct before final acceptance and close with evidence.
Low
A formatting or minor administrative issue where the technical evidence is complete and credible.
This is a credential and evidence audit framework. It approves neither a crane nor a test by itself.
Manufacturer instruction, project engineering, authority conditions and the independent inspection findings always prevail over this audit.
A valid accreditation certificate is not proof that every branch, person, test or report is within scope — verify status, scope, people, instruments and acceptance separately.
Dubai rows are written as confirmation gates: obtain the current Dubai Municipality, DCAA, Civil Defence, free-zone or developer acceptance for the exact plot rather than inferring it from an accreditation scope.
Reconfirm accreditation status, scope and authority acceptance at every new configuration, test or provider change.
