How Dubai's HSE framework is structured
Dubai uses a layered compliance model: federal labour law sets the baseline, the Dubai Building Code 2021 and Bylaw set the technical rules, the Code of Construction Safety Practice (CCSP) is the site-level standard, and DM Technical Guidelines give topic-specific requirements. Free zones such as Trakhees/PCFC add their own enforcement layer on top.

Trakhees HSE accreditation: how contractors and HSE staff get approved
Working inside a PCFC zone means being accredited by Trakhees, not only by Dubai Municipality. The company is registered and graded, nominated HSE personnel are approved individually, and the project HSE Plan is accepted before mobilisation. Trakhees revises its categories and document lists periodically — confirm the current edition on trakhees.ae before submitting.
Register the company with Trakhees Civil Engineering Department and obtain the classification grade that matches the project value and scope. Work inside PCFC zones cannot be awarded to an unregistered or wrongly graded firm.

Nominated HSE personnel are assessed by the Trakhees HSE Department against qualification and experience criteria before they can be named on a project. Approval is person- and grade-specific, not transferable between companies.
