MSRA stands for Method Statement Risk Assessment — one controlled document that sets out, step by step, how a task will be carried out safely, and scores the hazards and controls for each of those steps. In the UAE it is the document a client, consultant or authority inspector asks for before high-risk work starts, and it must be signed by the preparer, a competent reviewer and the site's HSE manager before a permit to work is issued.

A Method Statement Risk Assessment is a controlled, task-specific safety document combining two things that used to be issued separately: a written method statement describing how a job will be done, and a risk assessment identifying what could go wrong at each stage and how it is controlled. Combining them means a reviewer can read a work step and the controls for that step side by side, which is why UAE main contractors and consultants now insist on the combined format for any high-risk activity.

What the two halves cover

The method statement is the 'how': scope, sequence of operations, resources, plant, temporary works, permits required, supervision and emergency arrangements. The risk assessment is the 'what could go wrong': each hazard, who could be harmed, the initial risk score, the controls applied and the residual score after those controls.

How the risk assessment half is scored

Most UAE projects use a 5×5 matrix: likelihood 1–5 multiplied by severity 1–5, giving a score of 1–25. The initial score is recorded before controls, the residual score after them. Reviewers check that the residual score is justified by the controls actually described in the method — dropping a score from 20 to 4 with 'toolbox talk' as the only control is a standard rejection.

  • 1–5 low — proceed with normal supervision and the stated controls.
  • 6–12 medium — controls verified before start, supervision named in the document.
  • 15–25 high — work does not proceed until the method is redesigned or additional controls reduce the score; usually requires client or consultant approval.

UAE regulations and standards behind the MSRA

No single UAE law uses the word 'MSRA', but several instruments require the risk assessment and safe system of work that the MSRA documents. Which ones apply depends on the emirate and the jurisdiction your site sits in.

  • Federal Decree-Law No. 33 of 2021 on the Regulation of Employment Relations and its implementing decisions — the employer's duty to assess and control occupational risk; enforced by MOHRE.
  • Ministerial Decision No. 32 of 2022 on occupational health and safety and labour accommodation — risk prevention, competency and supervision requirements applied on labour-intensive sites.
  • ADOSH-SF (formerly OSHAD SF) — Abu Dhabi's system framework; the risk-management and permit elements set the expected content of a method statement and risk assessment for entities under Abu Dhabi jurisdiction.
  • Dubai Municipality Code of Construction Safety Practice — risk assessment, method statements and permit-to-work requirements for Dubai construction sites.
  • Trakhees / Ports, Customs and Free Zone Corporation HSE requirements — applies in Trakhees-regulated free zones and requires submitted and approved method statements for high-risk activity.
  • UAE Civil Defence requirements and the UAE Fire and Life Safety Code of Practice — hot work, fire watch and impairment controls referenced inside the MSRA and the associated permit.
  • ISO 45001:2018 clause 6.1.2 (hazard identification and assessment of risk) and clause 8.1 (operational planning and control) — used by most clients as the audit reference for MSRA quality.
  • Client and consultant project HSE plans — routinely stricter than the authority baseline; check the submission and approval timescale, often 7 to 14 days before mobilisation.

Roles and responsibilities

An MSRA fails audit as often for a missing role as for a missing control. Every UAE project should be able to name the person in each of these roles for each MSRA, and the document should show their signature and date.

  • Preparer — usually the subcontractor's engineer or HSE officer who owns the method. Must have practical knowledge of the task, not just the template.
  • Risk assessor — a competent person (typically NEBOSH/IOSH qualified) who scores hazards and validates the controls against the hierarchy of control.
  • Reviewer — the main contractor's HSE manager, who checks that scores match the described method and that certificates and drawings are attached.
  • Approver — the project manager, and on most projects the client's or consultant's HSE representative, who accepts residual risk on behalf of the project.
  • Permit issuer / authorised person — issues the permit to work referencing the approved MSRA and validates that site conditions match it.
  • Supervisor — briefs the workforce on the MSRA in a language they understand, records the briefing register and stops work if the method changes.
  • Workforce — sign the briefing register, work to the stated sequence and raise a stop-work when conditions differ from the document.
  • Document controller — holds the revision register so only the current revision is in circulation on site.

MSRA vs RAMS vs JSA vs permit to work

MSRA and RAMS describe the same controlled document and are used interchangeably across the Gulf. A JSA (Job Safety Analysis) or JHA is a shorter, task-level breakdown often produced at the workface on the day; it supports the MSRA rather than replacing it. A permit to work is the authorisation to begin, issued against an approved MSRA and valid only for the stated window, location and crew.

When an MSRA is required in the UAE

Any high-risk activity: work at height, excavation, confined space, hot work, lifting operations, demolition, energised electrical work, work over water, and any activity a client's HSE plan designates as critical. Most main contractors also require an MSRA for a new subcontractor's first mobilisation regardless of the trade, and a fresh revision whenever plant, crew or sequence changes.

Why MSRAs get rejected

Reviewers reject an MSRA when it is generic, when the risk scores do not match the described method, when named competent persons have no attached certification, when the emergency and rescue plan is missing for height or confined space work, when the briefing is not recorded in the workforce's language, or when the document is unsigned or undated. Rebuilding the MSRA as a structured record — rather than a Word file passed around by email — removes most of these.
